Interesting read, but I have one issue with it:

  a $75 billion program less than a hundredth the size of all the bank
  bailouts

according to that, the sum total of all the bank bailouts would be
$7.5 trillion.  I don't think that is correct.  I think the potential
total cost was around $750 billion (3/4 of a trillion dollars) and not
all of that money was sent out.  So the above should probably read
``less than a tenth''.  It should also be noted that nowhere near $75
billion has been spent on the refinancing campaign (which is why
people view it as a failure for the most part).

I am not a Constitutional scholar, but to the best of my knowledge,
none of the laws enacted by the current Congress have been reversed by
the Supreme Court.  The one law that has been challenged, Health Care
Reform, is widely believed to be able to withstand the challenges
(which are largely believed to be politically motivated).
