Sounds like time to boot from a rescue CD (USB drive, thumb, whatever), or start the machine up as an external drive on another system.
(Wouldn't work to try to install another copy of chmod, since it would probably require chmod to install.) Have you tried this one? How did you get out? How did you send this message if you're cut off? (on a previous Mac version) I had someone once who liked to store files in the trash can, then not empty the trash. Another trick she tried was dragging her system files to the trash. Ouch! Ok, I finally found the link at the bottom of your email and read the slide show. Lots of really good answers.
