That's what I'm trying to figure out.  The gist of what I've read so
far is that ...

1) low is good; high is bad
2) there is no absolute threshold for when good turns bad; you need to
establish a baseline

I have yet to find an example case of how to turn good to bad to
establish the baseline.

Can anyone else shed some light?
