I've figured it out. To add a theme to a GTK theme to a frozen application, you'll need to run "build", and then add files to the "build/exe.win32-2.6/" directory (or whatever it may be called in your instance) from the GTK installation location (in my case it's c:\gtk\). The files that I added are:
share/ themes/* locale/ (Possibly required for translation?
