iexpress (https://en.wikipedia.org/wiki/IExpress) can create installers that don't require admin privileges. See https://fossil.codebykevin.com/fossil.cgi/quickwho/artifact/db6dd533dd038dad and https://fossil.codebykevin.com/fossil.cgi/quickwho/artifact/1888b902a0d0be36 for a sample express config file and installer script.
