Could you please revert this merge. We need to make sure we keep the JAX-WS

I'm probably going to start making sure the jaxws-api jar isn't usable
anywhere other than tests, tools, and jaxws frontend by marking it scope
provided. Bunch of WebServiceExceptions need to be fixed first though.
