Unfortunatley, no. Its LGPL which isn't allowed here at Apache.
I've sent several emails to the author of XOM (Elliotte) trying to
convince him to make it CDDL or something similar, but he doesn't seem
to really care that Apache projects can't use it. Feel free to send
another email along though :-)
