I've uploaded a patch based on your modified class. I'll apply the
patch anyway as long as all the tests passed
But, If you can provide a test case show how to reproduce the memory
leak, that will be very helpful.
And then we can see if the patch fix the problem.

I could see a memory leak issue in Policy Engine which is logged here[1].
Also I have attached a possible fix. Please let know if the fix is ok.
