Provide Eclipse plugin from CXF to faciliate STP Integration

In order to better faciliate integartion with the STP project, we would like
for the CXF project to produce an eclipse plugin which is simply a jar file
containing a number of CXF jars. The contents of the jar file are as follows:

We would like this to be pubicly accessible on the internet so that the STP
build can download this jar and use it t complete out its build. We will not be
redistributing this eclipse plugin, but advising users to download the plugin
from the same location as the STP build system.
