Interceptor chain does not stop when jax-ws handlers' handleMessage() method
returns false. Relevant code can be found from
LogicalHandlerInterceptor.handleMessage(T message). A test case can be found
from org.apache.cxf.systest.handlers.HandlerClientServerTest.
