Tools scripts do not check for cfx_home first

Current CXF tool scripts assume that tools are being run from bin directory and
set cxf_home accordingly. It would be nice if the scripts first checked to see
if cxf_home was set in the environment before assuming that script is being run
from bin directory. This makes the use of these tools more flexible.
