For application messages, the value of the action attribute is always null -
the fallback solution to use the name of the Method object stored in the
OperationInfo properties is broken since this property is no longer set.
See also CXF-210 which should obsolete the use of SoapOperationInfo in
org.apache.cxf.ws.addresing.ContextUtils.getAction(Message message).
