It seems the http://www.w3.org/2006/07/ws-policy/ policy namespace is
deprecated and we should use http://www.w3.org/ns/ws-policy/ now instead.
This upgrade can now take place - aside from changing the default value in the
PolicyConstants class, it is largely a matter of either updating test data
(wsdls, cfg files) or else making these tests use the older version of the
namespace (by configuring the PolicyConstants). For samples should be changed
to use the new namespace.
