Thanks Dan-- I'm working on this now and have come across one thing
missing in your documentation: you also need to setup the
pluginRepository. Here's what I added to make the build work:

<pluginRepository>
<id>apache-plugin-snapshots</id>
<name>Apache Maven Plugin Snapshots</name>
<url>http://people.apache.org/repo/m2-snapshot-repository</url>
<releases>
<enabled>false</enabled>
</releases>
<snapshots>
<enabled>true</enabled>
</snapshots>
</pluginRepository>
</pluginRepositories>
I'll let you know if I run into any other problems.
