propose a packaging solution that satisfies both sides of world
(manifest.jar and bundle.jar):

-- "lib" directory containing
     cxf-bundle.jar
     other-third-party dependency jars, such as saaj.jar
     a manifest jar
-- "modules" directory containing
     cxf-*.jar

Would this work for everyone?
