Forgot one thing - I think tarring it up and attaching it to a JIRA issue would be fine. Then we can start a discussion about the code and how the community feels about accepting it :-) I'm definitely interested and am keen to see what you've done.

You would need to package the code under an ASL license and send along Corporate CLA [1]. The CXF community would also need to vote on the contribution and possible committers.
