With SOAP 1.1, SOAPAction is REQUIRED and must ALWAYS be sent. That's per SOAP 1.1 spec. http://www.w3.org/TR/2000/NOTE-SOAP-20000508/#_Toc478383528
So, basically, the answer is no. Even if it wasn't put in the wsdl, we would still send an empty SOAPAction.
