Hi Dan, I specified targetNamespace on @WebService annotations for interface and impl and it worked fine.

The only difference I'm seeing is in the "different package" case, the portType and messages have to be in a different namespace so the top level wsdl has to import the wsdl with those defs. The same namespace/package case allows everything to be in one wsdl. If you want everything in a single wsdl, specify namespace attributes on the @WebService annotations for both the interface and impl and make them match.
