Just a guess, but that sounds something like a denial-of-service attack--you may be overquerying the web service, and it is running out of threads as a result.
Querying the WSDL just to see if the web service is working would seem to be inaccurate. I can imagine the former working but the latter not for many reasons (e.g., the database being down.) Have you explored using asynchronous clients (links at the first paragraph of [1])--that may provide an alternative solution for what you are looking for.
