Couple questions:
1) What version of CXF?
2) What are you using for the wsdlLocation? ("WEB-INF/foo.wsdl", or
just "foo.wsdl", or....)
3) How are you configuring the wsdl location? (@WebService annotation,
in a xml config file, etc..)
