Yes, I looked up the Signs&Portents AARs and saw rather large looking
pieces being used. Still, the counters could be shrunk for Cyberboard,
without too much trouble, especially if the PDF versions are high
quality.

Hmmm... Yes. A time-consuming task to be undertaken for the gamebox.
Although less aesthetically pleasing, one could use the "Edit Object
Text" function in Cyberboard to name counters when creating a
scenario. Thus, the gamebox would have the generic counters and
whoever created the scenario would choose the counters and name them
using the Object Text function. At a glance, the counters would look
generic on the cyberboard map, but a mouseover would reveal the "HMS
Hood". Just a thought.

Which would be ideal! Have you contacted "Mongoose Matt"? 

One question I have. I have never seen a Gamebox using free-form
inch-based movement, which is common in miniatures games. How would
you measure the "inches" in cyberboard? Same question goes for gunnery.
