Most any GBX file can be modified.  My take is that if you plan to give it
to anyone else, you should seek the blessings of the original GBX designer,
since any of the images that they have created for the gamebox would be
their IP.  And for scanned images, you are stepping further into the
copyright quagmire.  If you don't plan on sharing the GBX file, you can
pretty much do what you want.  Once you start distributing it, copyright
restrictions need to be addressed.

Sorry to jump in the middle but you might be able to
help me, or least lead me to an answer.
I got a game box for a game called The Russian
Campaign. It does not include the set up cards. If I
scan the cards can I get them added to a gambox or
scenario?

Is it hard or easy?
