We couldn't get more than 20 either.  I am not sure what the limitation is
but I know that the Valve people don't recommend it anyway.  When we tried
it, certain maps only have 20 spawn points and that means that someone dies
a nasty spawn death before the round begins.

We gave up, but I personally didn't try it myself.
