I have used cybertimesoftware in my cafe and it was
terrible. It was crashing client stations too often,
it was slowing down the server, etc etc.
As far as 'winclamp' is concerned, I would suggest you
to use Policy Editor. This is a very powerful tool
and it will allow you to apply all the policies you
mentioned and much much more.
