Small town police departments display the least amount of preparation and usually advise victims of cybercrime to call the state police, notes Jim Riccardi Jr. of the National Law Enforcement and Corrections Technology Center. Nor is the problem restricted to small towns: Los Angeles Police Department computer crime unit director Det. Terry D. Willis wrote in the Informant that his unit was comprised of only five people. Many local policemen believe that their departments lack the necessary skills and equipment to handle electronic crimes, according to the NCTP. The Georgia Bureau of Investigation's Steve Edwards blames the shortfall on inadequate funding, adding that police without proper training can inadvertently taint or destroy evidence stored on computers. Riccardi contends that "it's an awareness issue," and the case of the LAPD's computer crime unit bears this out: Willis wrote that there was a surge in funding only after the unit seized 65 servers in an online gambling sting, but did not possess the equipment to copy the evidence.
