I wonder what "manufacture" actually legally consists of.
For example I wonder if an importer could import all the
small bits, screws, pins and springs, and the forgings
of the slide and frame, and then finish the slide and
frame in Australia and use a locally produced barrel
without all this custom warehouse malarky?
