Gunmen killers fined

Two Singapore animal control officers were fined L2800 each
for shooting a man dead while aiming at stray dogs, an
official said today.

Heng Bak Tong, 56 and Loh Kar Seng, 43, were found guilty
of negligence in causing the bystanders death.

The two were firing at a pack of stray dogs under an overpass
in the island city state in November 1998.

Unemployed man Lim Cheg Choon, 59, was hit while feeding
the dogs. More than 60 shotgun pellets were found in Lim's
head and face.

Stray dogs are caught by lasso, a statement from the animal
control department said.
