I haven't managed to find a record of his contribution to the party conference on either the Conservatives website or SAGBNI. I wont fault him for getting knee deep in politics for any party as it's probably one of the the best ways to effect any change but read the following quote from Michael Portillo's speech to the conference. "The Conservative Party isn't merely a party of tolerance: it's a party willing to accord every one of our citizens respect. Why should people respect us if we withhold respect from them?"
