People in Virgin, southern Utah, had expressed fears that their Second Amendment right to bear arms was under fire. So the town council has modelled its response on a similar measure which was passed by a city in Georgia about 12 years ago. Most of Virgin's residents already own firearms, and the town's mayor Jay Lee says the initiative has lots of the support. However, mentally ill people, convicted criminals, conscientious objectors and people who can't afford to own a gun are exempt.
