Do the MoD have juristiction over ranges on Jersey? That's
a bit odd. And presumably you can't get lottery funding
there either. On the Isle of Man the police do range
approvals.

Offficially the MoD only have jurisdiction in Jersey
where the range is used by personnel under their
nominal control eg. the Jersey TA Unit and cadets.
Up to about 15 years ago the Police were also responsible
here. But they were perfectly capable of inventing
restrictions with no basis eg. restricting a range to
"max .38", simply on the basis that that was what
they used.
They then announced that "it was much too specialised a
job for the police and should be done by TAS". This led
to the results outlined in my last posting. The disastrous
closing of the pistol range as a result of the hysterical
treatment of pop-overs and the extremely expensive
modifications proposed by TAS were only overcome by
intense political lobbying, largely based on the fact that
the MoD's writ did NOT run automatically in Jersey.
Even though UK Lottery sales have not been permitted in
Jersey, its existence has led to the recent demise of
the much older local Lottery. Presumably UK Lottery
sales will soon be permitted and then, maybe, Jersey
organisations would get access to the funds.
