I am not sure if a definitive list of just who has right of access to your
home or property exists since a lot depends on circumstances .   But under
some circumstances the total is truly frightening and includes but is not
limted to the police, fire service, customs and excise, gas and electricity
companies, BT and other telecom operators and presumably the TV Licensing
people. Special authority can also be extended to members of the armed
forces when operating in aid of the civil power and certain local authority
workers (environmental health officers, social workers, housing management
staff etc ) all have limited powers of access.   The list goes on I suspect
but even that lot is enough to be getting on with!

Most of those you list don't have any right to enter
your home, they have to get the police to do it for
them with a warrant.  However seeing as the CC signs
the warrants these days it is a bit of a farce.

The company I work for does repairs for a lot of the
housing associations in Birmingham, we have no right of
entry, nor do the social workers.  We often get OAPs who
have croaked and we have to get the police to call in
the coroner to remove the body.
