If this rifle is the number 4, then a number of factors play on the
accuracy of the rifle.

(1) With the the rifle standing on its butt & being held firmly upright
a spring balance  attached to the barrel should register 4 to 4 1/2 lbs
to release a cigarette paper from under the barrel at the nose cap, that
piece of bedding should be of fibre not card.

(2) The bedding in front of the receiver should not extend 2" up the
barrel, thats the point where the heat is generated & the first point of
expansion of the action.

(3)The side rails of the receiver should have a few thou clearance down
each side.

(4) Have you checked the cartridge headspace, or had the bore tested
with plug gauges.

Even 3" groups at 100 yards are poor, the .303 Mk III & the later numb 4
come into their own better at long range, because of what is known as
the compensation factor, the ability to deal with ropey ammo at long
range.
