Sorry to go on about it but Chapter 29 of Magna Carta applies and
so does Pepper v. Hart (1992);
"A Statute is, after all, the formal and complete intimation to the citizen
of a particular rule of law which he is enjoined, sometimes under penalty,
to obey and by which he is both expected and entitled to regulate his
conduct".

In other words if there is no law which requires that purchasers of air soft
toys to give their name and adddress it is ultra vires for police to make
that requirement and the individual officers are in breach of their Oath of
Office if they try to impose it.
Browbeating shopkeepers to that effect would be abuse of authority under the
discipline code as well and breach the Human Rights Act.

But there may be some local law (or more likely an agreement, since
the HO doesn't like by-laws much) under which the sale is regulated.
