Hmmm. I would be very cautious about advocating shooting tests of
competence.
Who would administer them? The police?
Even I wouldnt advocate that! As everyone rightly points out, the police
officer who is competent in his or her knowledge of guns and shooting sports
is about as common as a hedgehog with feathers.

I have made submissions on the subject of mandatory testing, my
basic gist is that it is illogical. The Govt. repeatedly brings
out this silly argument that all drivers are licensed, well they
aren't, only if they drive on a public road. As firearms are
usually used on private land (or public land when no-one else
is around) I cannot see why mandatory testing is needed. The
only case for testing I think can be made if the person is
carrying a gun around in public with them.
