I wouldn't be too sure that .177 air rifles of under 12 ft lbs were safe
either. Current proposals to establish a 'standard of lethality' for air
weapons could well lead to legislation restricting airguns not currently
affected by current legislation according the Met's Firearms Information
site. I'm sure I read somewhere on list recently that a 5 grain steel BB
fired at under 1 ft lb could penetrate full depth in a pig's eyeball and I'd
guess that to be 'lethal' enough for those who want to impose new
restrictions to do so.

The point about airguns is that it has always been the case that
a 12 ft/lb air rifle is considered to be a firearm and thus a
lethal barrelled weapon, it just doesn't require a license.
