CS: Pol-Churchill and Pistols

It appears to have taken 10 years effort to get the
Pistols Act 1903 onto the Statute book, so I wouldn't
call it a minor matter, it was the thin end of the
wedge - or one of them.

I don't recall the Pistols Bill 1911 having been
initially mentioned at all, the posting "Churchill was
against pistols" was what I was responding to.
