I can confirm that the hunting and stalking ban was extended to
Scotland at 6:15 pm on Friday 23 February 2001.

However, having banned a 7-days-a-week activity with immediate
effect, Scottish Ministers promptly cleared off home for the
weekend and failed to notify anyone except the police.
There was no press release. They didn't even tell the Forestry
Commission or the Deer Commission for Scotland. As a result,
Forestry Commission employees admit that they have been violating
the Order for two days.

This morning they belatedly issued a press release, ref.
SE0460/2001, 26 Feb 2001:

but it still says nothing about hunting and stalking! Nor, as
yet, is there any clarification as to whether they mean "hunting"
in the strictly English sense (i.e. with hounds), or in the wider
American sense.

Rgds, Peter.

Nice of them to take the threat of a highly contagious disease
so seriously. Even if the threat to humans is limited to my
having a cheese and mushroom pizza for dinner the other day.
