Proposed Bill Calls for Licensing of Handgun Owners

A gun-control proposal announced by Sen. Dianne Feinstein (D-Calif.) would
require federally approved licensing of all owners of handguns and other
semiautomatic weapons, the San Francisco Examiner reported April 14.
Unlike Vice President Al Gore's proposal, which would require photo licenses
for new handgun buyers, Feinstein's plan would include licensing of current
handgun owners as well. The measure also would require licensing for those
with semiautomatic firearms that have detachable magazines.
Feinstein said her proposal is aimed at keeping handguns and semiautomatic
firearms away from criminals, people with mental disabilities and children.
"I happen to believe that licensing and registration is the future for
dealing with firearms in this country," Feinstein said.
The National Rifle Association (NRA) said it would fight Feinstein's
proposal. "I'm sure all the violent felons in America are shaking in their
boots and waiting to stand in Sen. Feinstein's licensing lines," NRA
spokeswoman Trish Hylton said.
