        You'll pardon my inquiry here, I presume.
        What the heck is a "high-capacity M1
magazine cartridge"?
        The M1, venerable firearm that it is, has
an 8 round magazine.
        The ammunition is standard 30.06.

        So, what the blazes are they talking about?
        Did some enterprising (dang capitalists -
again!) entrepreneur make something else that I simply
must have?

In Canada semi-auto rifle magazines that hold more than five rounds are
prohibited "large capacity feeding devices".  However, there is an exemption
in the law specifically for the eight-round M1 clips because they are so popular.

Canadian law on magazine capacities is extremely complex.  The maximum allowable
is either five or ten depending on what type of gun it is, and there is no
rhyme or reason to which gun is allowed with which capacity.

For example, you can have a Browning Hi-Power with a ten-round mag, but
an Uzi pistol can only have a five-round mag.  There is a maddening point system
to determine which is allowed with what.
