Remember here that Paul is refering to powers of arrest for
other than 'arrestable offences' i.e. the power of arrest is
confered in limited circumstances, for instance only a police
officer 'in uniform' may arrest for suspicion of drunken driving.

Paul's comments about false arrest and unlawful imprisonment
remind me of my own police training in the early 1980's when
similar comments were made.
