Take a chance and introduce yourself and suggest a 2 man pace line.It's the 
only way to meet new riders and maybe bring them into the group.

you are riding and  catch up to a rider.
The rider looks to be just as capable as you.
Do you try and blow on by?  ...as you did catch up,
or do you pace and chat and invite a pull and
draft session?

One thing I have noticed riding w/ unfamiliers
is each are always trying to outduel the other.
But probably not intentionaly.
