IMO, it depends on what you are doing. If you are out on a leisurely ride not necessarily concerned with distance, pace, or time, I would give a greeting and probably at least attempt to chat. If you are focused on a particular goal or constrained by time etc. a wide berth and a quick greeting is the least you should do.
If they don't want to chat my feelings aren't hurt; I just keep on going like I was before. You should never ride their wheel without them knowing you are there or without their permission.
