I have just released cygport-0.10.13 for the Cygwin distribution and the
Fedora Cygwin repository. This is a bugfix release for those using the
stable branch.

spec: update changelog
pkg_pkgcheck: ignore debuginfo files in PKG_IGNORE
prepstrip: remove executable perms from split debuginfo files
prepstrip: do not strip Perl Archive (PAR) binaries
debuginfo: add cygwin-debuginfo to requires
autotools: fix COPYING/INSTALL protection in subdirs
