Currently this update is only available for x86_64 Cygwin. An x86 version will be made available at a later date after some build issues are solved.

Release 1.4.16 of the cygutils package has been uploaded. The only
user-visible change is new support of Unicode paths in mkshortcut.exe and
readshortcut.exe. Code for these changes was written by Thomas Wolff.
