A public suffix is a domain suffix under which Internet users could
or can directly register domain names e.g. .com, .co.uk, and pvt.k12.ma.us.
The Public Suffix List is a list of all known public suffixes.

Note: DAFSA is a Deterministic Acyclic Finite State Automaton - a
preprocessed list which can be quickly and easily used by programs.

tools/internal/parser: enforce suffix ordering in the ICANN section
The ordering rule is slightly different from the private section:
suffix blocks do not get reordered, only the suffixes within each block.
Additionally, the ICANN section contains many load-bearing inline comments.
To avoid semantic changes, the sorting does not move suffixes over such
comments. Unlike in the private section, such movement failures aren't
treated as errors, because the subsection comments in the ICANN block
have a reasonably consistent meaning.

These calculate the public suffix or registered/registerable domain of some
input domain, according to the strict PSL algorithm. Aside from being useful
as a reference implementation of the algorithm, it comes in handy in validations

Sometimes, the API returns PR info with a null "mergeable" bool, which means
"I need a few seconds to update the PR and check for mergeability, please
try again in a few seconds". Previously this was interpreted by psltool as
"this PR has a merge conflict and cannot be checked".
Instead, do as the Github API docs say, and just keep polling until the PR
information is up to date.

tools/psltool: allow checking the PSL for an arbitrary commit on github
tools/internal/github: support loading PR diffs for merged PRs
Previously, you could only load PSLs for open PRs. This extends the
PR loading logic to also find the correct state for merged PRs.
tools/internal: wrap use of collators in mutexes
Despite being a process of reading from read-only state, somehow these
APIs turn out to be thread-unsafe, and parsing multiple PSLs concurrently
in the same process results in data races and panics.
Thankfully each use of the collator is quite short, so wrapping their use
in a global mutex, while unfortunate, is acceptable. And enabling parallel
parsing of PSLs speeds up online validations by a factor of 10x on many cored
machines.
