Actually, I'm going to remove update-setup.  It's old and doesn't
support all of the newly advertised setup.hint features.  That's why I
wrote 'upset'.

update-setup is a lot simpler than 'upset', though, for obvious reasons.

I assume that upset isn't working because it also needs the 'Version.pm'
module.  It seems to work ok for me with Cygwin perl.
