/usr/lib/w32api problem in setup.exe needs immediate investigation

Is anyone investigating the problem with /usr/lib/w32api problem in
setup.exe?

w32api is being created in c:/cygwin/usr/lib/w32api rather than
c:/cygwin/lib/w32api .
