The implementation of chown has changed in 1.3.19. Now it refuses to work if you don't have the RestoreFile privilege. Before it would try, and fail, leaving the file in a screwed up state. So you should not see such a difference, if it fails now it should have failed before... I will look into it, and why exim needs to chown, but not immediately. I assume you are a privileged user. You need to be to run the queue manually.
