Setup.exe only has one maintainer, and not even very many people who regularly send patches. It is most likely that your patch has been overlooked through lack of time. Also, note that not everyone has mouse wheels - my laptop has a scroll button, so I could neither test, nor effectively comment on your patch. Max.
