Well, we already have naim :) naim will begin in IRC mode if started as "nirc" or "irc", so a simple replacement could be to remove irc.exe and symlink /usr/bin/irc to naim.exe (the naim package already symlinks nicq, nirc, and nlily to naim.exe).
